On September 3, 2026, the Dubai Land Department (DLD) launched a digital platform called Initial Registration. This system allows developers to register projects, process property transactions, and manage escrow accounts in one place. It also gives the DLD real-time access to project, sales, and escrow data to monitor developments more closely.

Eng. Abdullah Ahmed Al Shehi, CEO of the Real Estate Regulatory Agency (RERA) at DLD, introduced Initial Registration in a ceremony at the Grand Hyatt Dubai. The platform's main feature, Project 360, combines key project records into one system.

Project 360 gives the DLD a continuous view of a project's financial health. The platform connects the DLD directly with developers and their banks, allowing data to flow smoothly between all parties. Users can check the following information in one place:

  • Unit and sales records
  • Escrow accounts and balances
  • Ownership records
  • Financial records

The system also includes early-warning indicators that flag potential financial issues, allowing the DLD to solve problems before they cause project delays or missed handovers.

The platform uses AI to automate parts of the registration process. It can scan Emirates IDs, passports and sales contracts, extract the required information and enter it into the relevant fields automatically. Mustafa Al Rifai, a senior manager at DLD overseeing the platform, told the Emirates News Agency (WAM) that this technology has reduced data entry by up to 80%. Property transactions that used to take 30 minutes to register now take less than five minutes.

Part of Dubai's Digital Goals

This launch supports the UAE's goal to expand AI across government services. His Highness Sheikh Mohammed bin Rashid Al Maktoum has announced a framework to move 50% of UAE government services to autonomous AI systems within two years. The DLD has connected Initial Registration to the Dubai Real Estate Strategy 2033 and the Dubai Economic Agenda D33.
